Mary Ann Whistler Paul (1815- Nov 11, 1871)
She was the wife of Gabriel Rene Paul. Mrs Paul personally appeared before the President, urging appointment of her husband as a Brigadier General. She must have struck the President as persistent as overly-bold and persistent:
To-day, Mrs. Major Paul, of the Regular Army calls and urges the appointment of her husband as a Brig– Genl. She is a saucy woman and I am afraid she will keep tormenting till I may have to do it.”​
Gabriel Rene Paul was appointed the next month. :D

Louise Paul In late August, Lincoln noted: “Today Mrs. Major Paul calls and urges appointment of her husband as a Brigadier [General]. She is a saucy woman and will keep tormenting me until I may have to do it.” Less than two weeks later, President Lincoln signed Gabriel Paul’s commission as a Brigadier General of volunteers. Unfortunately, over the years, the short, off-putting note from Lincoln describing Louise Paul and her efforts has been used solely to explain why Gabriel Paul was promoted to general, while his long and distinguished service record all-too-often gets forgotten in the telling of this rather dismissive and anecdotal tale.[5]

Well, I found two different sources containing the following quote: “On this day Mrs. ___ called upon me. She is the wife of Major ____ of the regular army. She wants her husband made a brigadier-general. She is a saucy little woman, and I think she will torment me till I have to do it.”

Unfortunately, both of the sources insert blanks in place of the name of the Major and his saucy wife, so I don't know what their name was.
 
It appears that the “saucy woman” was Louise (Doxon) Rodgers married Gabriel R. Paul on April 13, 1858. This was the 2nd marriage for both - his 1st was to Mary Ann Whistler a cousin to the artist and West Point (failed to graduate) James Whistler. I thought a “saucy” woman needed her 1st name.

ANSWER: Mary Ann Paul, the wife of Gabriel R. Paul, described as such for requesting promotion for her husband to the rank of Brigadier General.

Edit - I received a private conversation from amweiner, who said, very apologetically, that he had belatedly realized that his official answer of Mary Ann Paul is incorrect. Gabriel Paul was married twice. Mary Ann was his first wife, but their marriage ended some time between 1850 and 1858. He married his second wife, Louise, in 1858, and she undoubtedly would have been the saucy woman pestering Lincoln on her husband's behalf in 1862. These facts are supported by the findagrave source cited in post # 25 and the ancestry.com source cited in post # 38.

That being the case, my ruling is that answers of Louise Paul, Mrs. Gabriel Paul, and Mrs. Major Paul will all be counted correct, but answers of Mary Ann Paul will not. Because he answered his own question incorrectly, amweiner will not receive 10 points credit for submitting the question.
