Great question! Anserwing it went like 1,2,3 ...

First, I needed to know this:
"Harry Gringo is a pseudonym of Henry Augustus Wise (1819–1869) author and United States Navy officer born in Brooklyn, New York."

John Adolphus Bernard Dahlgren (1809-1870) served as Chief of the Bureau of Ordnance from 1862-1863 and 1868–1869. He preceded and later succeeded Henry Augustus Wise (1819-1869) who held the office from 1863-1868. (Wise wrote under the pen name 'Harry Gringo').
