Hm. According to the Treasury website, there are three possible dates:

July 17, 1861 - An Act of Congress ordered the issue of currency to help fund the Civil War. Known as greenbacks, they were the first non-interest bearing notes created by the government.
August 29, 1861 - The first United States currency was separated and sealed by hand by two men and four women in the basement of the Treasury. The currency was in the form of $1 and $2 United States Notes.
March 17, 1862 - Greenbacks, which have been issued since the start of the Civil War, were officially made legal tender.

As a side note, I find it interesting that greenbacks may have circulated before being "officially" made "legal tender." Odd.

(I expect August 29, 1861 is the date the question is aiming for.)

Edit - I'm sorry, but if you give multiple answers, every one of them must be correct, or you will get no credit.

Either July 17, 1861 or February 25, 1862 is an acceptable answer. Anything else is not.

Kind of tricky. If your refering to the Demand notes it was July 17, 1861.
However, if your refering to the Legal Tender Act, where the word Payment on Demand is removed. Then it would be
Jan. 16 1862.

Legislation was passed Feb,6,1862, Lincoln signed the legislation on Feb 25,1862. The U.S. issued $150 million in July of 1862 and again in March 1863. Congress authorized greenbacks on Apr 21,1862.
 
The answer I was shooting for was 2/25/1862, but it seems that this question is one of the more murky ones I've asked.

President Lincoln signed the First Legal Tender Act, enacted February 25, 1862, into law, authorizing the issuance of United States Notes as a legal tender—the paper currency soon to be known as "greenbacks."

July 17th, 1861 will also be accepted.

The Act of July 17, 1861 authorized Secretary of the Treasury Salmon P. Chase to raise money via the issuance of $50,000,000 in Treasury Notes payable on demand.
