An Experienced Trial Lawyer and former Civil War General with less than an exemplary war record; from Massachusetts, came under fire, when this Republican Congressman from Ohio refused to be out ranked on this special House of Reps committee. This committee met in the Senate on March 5th 1868.

(2) Who made the statement ? Congressman John A. Bingham of Ohio. Ben Butler and John Bingham had clashed over the Ohio Congressman’s willingness to reach out to Democrats. During one exchange between the two Republicans, Bingham mocked Butler’s less than exemplary war record. Bingham threatened to drop out of the managers if Butler outranked him on the committee. Fearing the loss of a moderate, the managers elected Bingham as their chairman.

(3) What was the occasion that happened on March 5, 1868 ? The 11 Articles of Impeachment are presented to the Senate.
