The 181st Ohio Infantry was formed near Cincinnati, Ohio, on October 10, 1864. John O’Dowd was colonel. They did duty in Tennessee before being transferred to the coast of North Carolina in early 1865.

Capt. James W. Foley (1837-1920), Company D, 181st Ohio Infantry, was sent to western North Carolina to administer the Oath of Allegiance in July 1865, right before the regiment was mustered out. He was in Madison County around July 11 and Yancey County on July 17-18. Was he sent alone? With a detachment? Or his entire company? Where else did he go? Did other officers visit other towns?

The 181st Ohio was mustered out in Salisbury, North Carolina, on July 29, 1865.
