Sending me quite on a hunt here. Suppose it is the Gibbs Carbine, invented by Lucius H. Gibbs.

I´m not sure if there is something missing in "Who also has their name on item?" or if I´m simply not getting it; but I hope it asks for others involved with said carbine and thus asks for William F. Brooks and William W. Marston.

The political aspect should be George Opdyke, the Mayor of NYC who bought production plant and contract. And the production ended because of the New York Draft Riots during which it was burned down.
