I've added a couple of clarifications to my previous answer concerning payment.
What state provided it? Georgia.
Who was the governor? Joseph E. Brown.
What form of payment was demanded by the governor? To obtain the munitions the Confederate Government would be obligated to purchase from Georgia 10,000 pairs of shoes, 10,000 pairs of blankets and two gunboats. Payment for the items was to be made by the Confederate government in cash and gold.
