Who wrote this poem, who was it about and who put in the newspaper?

The poem was written by William "Willie" Wallace Lincoln, third son and child of Abraham Lincoln and Mary Todd Lincoln.
It was about Colonel Edward D. Baker (1811-1861) who died at the battle of Ball's Bluff.
Willie himself sent the poem to the editor of the National Republican.

President Lincoln's son Willie, or William W. Lincoln, wrote the poem shortly before his death about Colonel Edward Baker, and Willie submitted it to the editor and publisher W.J. Murtagh of the Washington National Republican:

"There was no patriot like Baker, so noble and so true;
He fell as a soldier on the filed
His face to the sky of blue..."
 
Another sneaky one. Just to clarify my answer on who put this in the paper. I would say it was the editor William J. Murtagh made the final publishing decision. But Willie Lincoln submitted it. The editor one would think would have final decision making ability about what makes the newspaper. So Murtagh had to have the responsibility. But clearly Willie Lincoln decision to submit it to the editor had to have surrounded Willie's desire to have the poem published. But Murtagh had to have approved its publishing.
 
Not sure if I do understand the third part of the question correctly, therefore I have answered as I thought it was meant … but in case the answer below is wrong: it was Willie himself who had submitted the poem for publishing.

1) Who wrote it: William Wallace "Willie" Lincoln
2) Who was it about: Colonel Edward Dickinson Baker, a friend of the Lincoln familiy, who had visited them the day before his death.
3) Who put it in the newspaper (or as my source says, did "insert them with pleasure"): the editor of the National Republican (which probably was William J. Murtagh)

William W. Lincoln, the ten-year-old son of the President, wrote the poem, Lines on the Death of Colonel Edward Bakermemorializing family friend Edward D. Baker (1811-1861) shortly before his own death. He sent it to the Washington National Republican, which published it on October 30, 1861:

DEAR SIR:—I enclose you my first attempt at poetry.
Yours truly,
WM. W. LINCOLN.
To the Editor of the National Republican.
LINES ON THE DEATH OF COLONEL EDWARD BAKER.
THERE was no patriot like Baker,
So noble and so true;
He fell as a soldier on the field,
His face to the sky of blue.
His voice is silent in the hall
Which oft his presence graced;
No more he'll hear the loud acclaim
Which rang from place to place.
