The government document given to record the transfer of funds. They were usually created by Quartermaster and Commissary officers to record the receipt of goods and the payment of cash for them. A copy of each voucher was forwarded with the officer's monthly reports to the Quartermaster General/Commissary General to document his expenditure of funds. Other groups that transferred goods and money (railroads, Navy, etc) used the same system.
