This was last year - but it's the second Douglass statue that has been torn down. The other was in 2018.

"According to Rochester police, the Maplewood statue was left about 50 feet from its pedestal damaged on the base and lower portion of the statue. Reports say the statue is damaged beyond repair and will have to be replaced. The location of the statue was in a historically significant place because it is where Douglass and Harriet Tubman would move slaves along the Underground Railroad to freedom."

ROCHESTER, N.Y. — A statue of abolitionist Frederick Douglass was ripped from its base in Rochester on the anniversary of one of his most famous speeches, delivered in that city in 1852.

Police said the statue of Douglass was taken on Sunday from Maplewood Park, a site along the Underground Railroad where Douglass and Harriet Tubman helped shuttle slaves to freedom.

The statue was found at the brink of the Genesee River gorge about 50 feet from its pedestal, police said. There was damage to the base and a finger.
