Need help identifying an Artillery Projectile..

Hello All

I recently purchased this Artillery round. I initially thought it was Civil War but now I'm thinking it's later.
10" X 3.5" weighs about 24lbs. The inner material seems like a gray concrete?? The only mark I can see is the "E" stamped on the bottom. Thoughts???

Its way post CW as it has to many lands and grooves. With the concrete on the inside I would say is a training round. At 3.5" its going to be a 90mm round.
 
You may have something really unusual. I went looking for an artillery round with the unusual groove profile around the base of this projectile. December 10, 1906 Carlos De Safra of New York, N.Y. filed a patent for an armor piercing round with a base fuse. The profile in the patent application No. 863,248 matches the one in the photos. The other candidate is a Hotchis base fused round, but couldn't find one with the same groove pattern around the base.
