powder flask

    Hello: I have inherited a large brass powder flask 4"x8", which is supposedly Civil War era. Plain sides except both sides have an embossed bugle and one side says "PUBLIC PROPERTY".
    Can anyome tell me what it was used for? And does it have any value?

    Along with it came two epaulets 2"x 41/2"-gold braid eagle on a dark blue background ---and again, what are they?
