William McKinley at Antietam

Bonus: there seem to have been varieties of shoulder straps (not strips), but it seems that all commissioned officers (not just captains) somewhere at some time wore a strap with this basic design, so True is my answer

False, Confederates didn't wear shoulder straps; only collar insignia.

President William McKinley, monument located at Antietam.

If you are referring to the Navy it is false as you describe a shoulder strap for a Master. False for an Army officer as well.

Answer: McKinley, 25th US President; Antietam National Battlefield

bonus answer: false

Edit - MajGenl.Meade's very detailed response makes it clear that the correct answer is true, if talking about Confederate naval captains, and also true, if talking about some Confederate army captains early in the war, before the regulation Confederate army uniform was defined. The correct answer is false if talking about the regulation Confederate army uniform as it was defined for most of the war.

Since the question didn't make it clear whether it was asking about army captains or navy captains, I will have to accept both true and false as correct answers to the bonus question.
