Jeb Stuart was named so by his classmates, but though several mentioned it I didn´t find a single classmate as original source of it.

Edit - The question asked where he acquired the nickname, rather than who gave the nickname to him.

James Ewell Brown Stuart at West Point

(also USN Admiral Howard Montgomery Martin during WWII in the Pacific Theatre, but this is not the answer you are looking for...)
 
James Ewell Brown (Jeb) Stuart was nicknamed "Beauty while attending West Point Military Academy by his classmates.
They described as his "personal comeliness in inverse ratio to the term employed." with a chin "so short and retiring as positively to disfigure his otherwise fine countenance." He quickly grew a beard after graduation and a fellow officer remarked that he was "the only man he ever saw that a beard improved."
