Phillip was the Regimental Quartermaster of the 15th West Virginia Infantry, USA. I don't know his enlistment date or any other information on him, other than is promotion to 1st lieutenant. He's my 3 great grandfather.

For some reason the Nat'l Park Service's CWSS isn't working right now, but according to the Civil War Archive, the 15th West Va Infantry was organized at Wheeling, western VA from August to October, 1862, and was mustered out on 14 June, 1865 (so your ancestor probably enlisted Aug-Oct '62 and he mustered out with the unit.)

Regiment lost during service 3 Officers and 50 Enlisted men killed and mortally wounded and 1 Officer and 99 Enlisted men by disease. Total 153.

Looks like Lt Heerman served in western Virginia and the Shenandoah before finally moving down to Richmond, and then took part in the Appomattox campaign. His unit saw lots of action.
