What was Joby Howland known for?

Election Day Bonus:

In 1856 he helped persuade Congress to pay for a second (and still current) bigger one in defiance of politically trying times. In May of 1861 he tried and failed to stop it, fearing the government could not pay the bills. Eventually an urban legend grew that Abraham Lincoln made sure it was finished as a symbol of the Union. Who was "he" and what was "it"?

Joby was a Civil War vet, the father of actress Jobya Howland.

HE might have been Tom Walter.
IT is the US Capitol

Edit - Walter was involved with the construction of the second Capitol dome, but does not fit the clues about persuading Congress to pay for it and subsequently trying to stop it.

Drummer boy of Shiloh
Jefferson Davis building of Capitol Dome

Edit - Davis was involved at the start of the construction of the dome, but had become President of the Confederacy by May 1861 and was in no position to oppose spending the money to complete it. (If he had had his choice by that time, he might have preferred that the money be spent on the dome than on building up the U. S. military.)

As we had a question about his daughter, Jobyna Howland, recently, I can answer this question withouth research!

Joby A. "Happy" Howland was known as the youngest boy who served in the Civil War and the "Drummer boy of Shiloh" (although there is another boy, John Clem, who also claims that title)

HE is Montgomery C. Meigs and IT is the current Capitol Dome which is the second dome on that building.

While Thomas U. Walter is credited as the architect of the Capitol Dome, his world-renowned design could not have been accomplished without Montgomery C. Meigs.

Captain Montgomery Cunningham Meigs (May 3, 1816 – January 2, 1892) was a career United States Army officer, civil engineer, construction engineer, and Quartermaster General of the U.S. Army during and after the American Civil War. During his career he had a role in building a number of well-known D.C. landmarks, including Union Arch Bridge across Cabin John Creek (the world’s largest single-span masonry arch for more than 40 years), Arlington National Cemetery, and the extension and dome of the U.S. Capitol.

May 15, 1861, Army Capt. Montgomery C. Meigs, the engineer in charge of the project, ordered construction suspended for the duration of the war. For the rest of the year, marble porticoes for the new Senate and House sat unfinished, and most of the new one-piece marble columns that were to girdle the new construction had not arrived. Terraces and steps still needed to be added in several locations.

Joby Howland was reportedly the youngest enlistee and became known as the drummer boy of Shiloh. We had a very recent question about his daughter, so I didn't bother to look this one up again. This is not unusual when a number of different people submit questions at about the same time! (Which reminds me....)

Election Day bonus (I thought this was an unmentionable topic?). I'll answer later if I figure it out.
 
bonus: Tough question, a wild guess is the Trans-Continental Railroad and the who is Theodore Dehone Judah (March 4, 1826 – November 2, 1863) was an American railroad and civil engineer who was a central figure in the original promotion, establishment, and design of the First Transcontinental Railroad. He found investors for what became the Central Pacific Railroad (CPRR). As chief engineer, he performed much of the land survey work to determine the best route for the railroad over the Sierra Nevada mountains.

Enlisted in the Union army at age 11 one of the youngest to do so. His daughter Jobyna was an actress
