The Treasury Department, probably in late November 1863. The broadside at right advertises the Webb Sisters in "Pocahontas: Or, Ye Gentle Savage" that was playing at Ford's New Theater around Thanksgiving 1863. LoC image.

Here is a picture of the Webb acting sisters...Emma played the male roles.

Ada Webb (b.1845) and Emma Webb (b.1843)
Actresses Ada (right) and Emma Webb debuted in New Orleans, then made their 1860 New York debut at the Old Bowery Theatre. The pair managed the Webb Sisters' Theatre in New York in 1860. Emma turned to lecturing in 1866, but Ada continued as a star.
 
Great playbill. I'm intrigued by the use of the word "unexampled", first used in 1610, fairly common in the 19th century, virtually unsaid today.
