5. William Wing Loring was the general I was looking for, as he was famous for the quote "Give them blizzards, boys! Give them blizzards!", and was from then on known as "Old Blizzards". However, since Rosecrans has been quoted, tho less famously, with a similar statement, ‘Battle cry’ or not, ("Men, do you know how to be safe? Shoot low! But to be safest of all, give them a blizzard, and then charge with cold steel!"), I think it is fair to accept this answer.
I figured Swift went to Cairo in April 1861 and the Cook County volunteers also went to Cairo early in the war. While the article on the Cook County volunteers did not specify the precise month when they went to Cairo nor did it say they were a 90-day unit, there seemed to be a logical connection between lunch and someone to cook it. That's why I gave the answer I did.
