I've looked through Rad2duhbone's source, and as lengthy as that source is, it appears to be sort of a Reader's Digest condensed version of the actual script. It does not contain the scene in which Belle Watling contributes money to Melanie Wilkes (after being haughtily rebuffed by some other member of Atlanta's high society), and says she's doing it because she's a Confederate. But I do remember that scene appearing in the movie. Therefore, I'm going to rule against the answer that no one said the words.

Ole advised me that, after looking at this question, he and his wife played through GWTW and found the scene where Belle Watling says, "I'm a Confederate, just like everybody else; that's all." The scene comes immediately prior to the one where Scarlett, serving as a nurse at a makeshift Atlanta military hospital, is called to assist in an amputation to be performed without benefit of anesthesia.

Interesting to note that the movie portrays Watling as being considerably more well-spoken than the character envisioned by Margaret Mitchell. In the book, a rather less-refined Watling expresses the same sentiment in the words "Ain't I a Confedrut, same as you?"
