15. After sailing up the Red River to support Nathaniel Banks’ advance, Adm. Porter’s Mississippi Squadron was in danger of being stranded by receding waters. Bailey, acting chief engineer of XIX Corps, designed and built a series of wing dams that raised the water levels enough to allow the Squadron to escape back to the Mississippi.
