There are alot of units out there that have guidelines posted for their particular unit.. The problem is that there are different levels to living history and reenacting.. You have those that go out just to camp and socialize and have an interest in the war between the states and there are those that study it and present it to the public through living history presentations and take great pride in portrating history and presenting it to the public.. I myself find that groups aimed more at living history programs as opposed to powder burning reenactments tend to have a stronger set of standards, an attend events with guidelines.. Once again its all in the group and the recruiting and assisting the newbie in finding his or her place in living history/ reenacting.. Get some loaner gear for the newbie, get em out in the field work with him or her... assist in outfitting. Guidelines...got have em, gotta enforce em..
