What if the Confederate river defense fleet was not sent north to Memphis and was commanded by George Hollins. Could they have prevented Farragut from passing the forts?

I say no. Any success would have been temporary. The Confederate Navy never had the numbers or resources to permanently blunt any major naval advance.
