Siegel is a tough one because on the one hand he's not very effective, but on the other he does seem effective at attracting the German immigrant. So, on the one hand he's ineffective, but on the other he's only ineffective with soldiers that wouldn't come to the 'party' without him.

Tactically Franz is a nightmare. The only manuver he has down pat is retreat. He performs well when he's kept on a short leash by Curtis at Pea Ridge. Other than that he's a self promoting political hack in uniform.

He and his cronies Asboth, Osterhaus and Guell went to great links to Paint Siegal as the mastermind of the Union Victory at Pea Ridge. Going to the extent of painting Curtis the coward.

Aside from his attracting Germans to the ranks Herr Siegal offered little IMO.

And the Federals had to deploy troops against Van Dorn. That didn't make eithier he or Siegal any better at command. Just gave the otherside a reason to rejoice.
