Actually i did cite it, because you asked for where the rights exist, and yes the Royal charters from the crown are above the HoP, just as Isle of man can mint coins because it has a royal llicience to do so, which pre dates parliments authority, while HoP also has the legal right to coin money for the entire UK, in Royal mints.
