Northern states vote to give slaveowning states what they already have--a guarantee that government will not interfere with slavery where it exists. And this bribe is used to assert that the north approved of slavery!

PS Ohio supplied the third largest amount of troops for the Union during the Civil War. I'll take that as Ohio's repeal.
