I have read where hogs were allowed free rein in the streets of downtown Columbus right before the Civil War.

That would only be right, as the other hogs were inside the Statehouse when it was completed in 1860.

On page 20 of McPherson's book Hallowed Ground, he does state that many of the woodlots in Gettysburg didn't have underbrush in 1863 from the practice of letting livestock graze there in order to prevent the growth of underbrush.
