This article in the Washington Times has information about the Union's intelligence gathering capabilities, which included the Provost Marshal, the Bureau of Military Information (BMI), the Cavalry Corps, the Signal Corps, the Military Telegraph, Special Units, such as Berdan's Sharpshooters, and spy networks.

This was apparently a unit organized specifically during the seige of Petersburg/Richmond.

Still looking for more info about it.

It might chance some ideas, that going to Gettysburg, was no accident, for the Army of the Potomac.
