Inability to Wage Offensive Warfare If we study the Confederate Gettysburg campaign, in all its weaknesses, we should come to the conclusion that the Confederate government was never able to support offensive warfare, or a war that could win and defeat the armies of the United States.
If we study all the supply shortages of the Army of Northern Virginia on their trek into Pennsylvania, might we properly ask why the Confederate leadership, asked so much of its people ,for so much of a longshot chance at victory.
