Default Destruction of public property

Which side's military was more reckless or careless (or negligent) when it came to the care of public (gubmint) property? I know McClellan destroyed a lot of supplies during his retreat after the Seven Days Battle. I know the Confederates also destroyed a lot of their own material. So, which side, in your opinion, was better at destroying or losing their own stuff?

Don't recollect much of the destruction of public and private property mandated by the northerners. (They didn't have that much opportunity to consider it.) Am, however, quite aware that orders came down to burn cotton when the Yank blue-water and brown-water navies began to approach ascendency on the waters. Many complied; many did not.
