I see your first pic of some kind of monument not to, but from, Halleck as of April 7, 1864. Were these planted before the war was over?

That pic was taken in front of the gate to the Pleasant Hill battlefield. It is a copy of one of Banks reports to Halleck. They had a few of these around the site( along the HWY between Mansfield and Pleasant Hill). They followed the reports Banks sent back east and they were placed by the state of LA. I am not sure when, 60's?.
