I have been wondering that for a good while. Being no expert, I would guess Greenwich Mean Time. I just posted at 7:37 AM and it is by my household time 2:45 AM, so instead of leisurely looking over topics sipping tea then heading off to bed, I should be getting ready for Church. Ah well, I am a past master at snoozing through the homily- never bothers me when they run overlong. And long years of lectures have trained me very nicely to gentle slumber sitting upright.

Well, I'm reading your message, and it has a timestamp of 2:50 am on it. My computer says it's 2:45 am here and I'm in Central time zone. So somehow my settings have allowed me to see that your message went up approximately an hour ago. It's late. My brain says CWT is on Eastern time.
OK, I see on my user page that time is indeed set on Greenwich Mean Time, so that's a point for me there. Looking further, which i hate to do, but what the hay, I see that I can also set the posted time to my preference. Well hooda thunked it!! So now instead of reading the time as Bill & Dawna would, i get to see the o'clock in true Yankee colors, praise be the Living Lord!! USA!! USA!!
